The guard is in critical condition at a hospital but expected to make a full recovery following the incident, which occurred at the home of Amir "Cash" Esmailian.
No other injuries were reported during the Thursday night (Sept. 7) show at the FedEx Forum.
Joshua Washington was shot on his right side by stray bullets, according to the lawsuit he filed Wednesday (Aug. 16).
James M. Kelly was booked into Grant County jail on Tuesday.
The incident occurred at the Insomniac Events-produced festival at the Gorge Amphitheater on June 17.
He is expected to be held in a state juvenile facility until he turns 25.
