"The band thanks Frank for his friendship, creativity and sturdy presence over the past 19 years," a statement read.
"Steven cannot put himself under the rigors of doing a full worldwide tour because there's a lot of pressure," Sorum explained.
The new single, "I Can Breathe", follows on from the Serj Takian and Tony Iommi-featured "Deconstruction" last year.
